The SO confirmed quantity is 15 and there are quantity 15 allocated to this SO, and why they could create a Delivery Note with quantity 15:

We are aware that due to bug in the system requirements against STO 100009265 are showing up in the /AFS/MD04. Actually against this STO all the transaction (Delivery, PGI and PGR) completed and delivery completion indicator also set. It's only a wrong showing up in /AFS/MD04. We have tried different correction reports to correct this issue. But the issue is not corrected. Currently we are in search of suitable OSS notes if any to correct this bug.
